All patients pay $75 with BLACKBEARMN (regularly $149 — a $74 savings). Minnesota eliminated the state enrollment fee in July 2023, so there's no separate state fee on top.

Tax is the big one. Adult-use purchases carry a 15% cannabis gross receipts tax plus 6.875% state sales tax, and frequently local sales tax as well — medical purchases by registered patients are exempt from those. A short form you complete in your registry account, covering your conditions, medications, symptoms, and any side effects. It's required before your first purchase, then quarterly through your first year — counted from that first purchase, not from enrollment. After a year, none are required unless the state opens a new one.

Not necessarily. Minnesota veterans can self-certify using the OCM's Veteran Certification Form — no practitioner visit required. You'll need a Veteran Identification Card and an attestation that you've been diagnosed with one of Minnesota's 19 qualifying conditions. Yes. After certification, the OCM emails you a unique enrollment link. Your enrollment must be submitted and approved within 90 days of certification, and since review alone can take up to 30 days, we follow up to make sure you finish inside the first 60 — and help if anything goes sideways. No problem — your provider will try you again and may follow up by text. Please keep your ringer on during your selected window. Calls can show up as "Unknown," "No Caller ID," or "Spam Risk" depending on your carrier, so don't screen those out. If we can't reach you at all, our team will email you to reschedule at no charge.

Documentation isn't strictly required at certification — your practitioner can establish your qualifying condition during the visit. Bringing recent records still speeds the call along.

No — Minnesota doesn't issue medical cannabis cards, physical or digital. Once the state approves your enrollment you're in the Medical Cannabis Registry, and the dispensary verifies you by looking you up there. Bring your Minnesota photo ID. The OCM processes applications in the order they're received, and it can take up to 30 days. You'll get an email when yours is approved, along with your 3-year expiration date. The practical takeaway is to submit early rather than to count on a fast turnaround — that review time counts against your 90-day certification window.

Yes. Your Minnesota registry enrollment works statewide at any dispensary licensed to serve medical patients — it isn't tied to where you got certified or to any one store. The enrollment and the partner discount are separate things: the discount comes through Black Bear at booking time, and the enrollment is good anywhere.

Worth calling ahead to a new dispensary, though — a retailer may want its own pharmacist consultation before dispensing to you for the first time.

Yes. All consultations are conducted through HIPAA-compliant telehealth infrastructure, and your records are handled under the same federal privacy standards as any in-person doctor visit. Your information is never sold, never shared with dispensaries, and never used for anything outside of your certification and any follow-up support you request.
