New York's medical cannabis program is administered by the Office of Cannabis Management (OCM). As of March 2023, the process was simplified — you're now auto-registered when your practitioner certifies you. No more separate state portal application. Just two steps:

About New York's Medical Cannabis Program
New York legalized medical cannabis in 2014 under the Compassionate Care Act, with the program launching in 2016. In March 2021, the Marihuana Regulation and Taxation Act (MRTA) expanded the program significantly — eliminating the predetermined qualifying conditions list, increasing caregiver allowances, broadening product categories, and creating the Office of Cannabis Management (OCM) under the Cannabis Control Board.
The program is now governed by Article 3 of New York's Cannabis Law, with regulations codified at 9 NYCRR Parts 123-128. Certifying practitioners — including physicians, nurse practitioners, physician assistants, dentists, podiatrists, and midwives — must complete a minimum two-hour OCM-approved course and be authorized to prescribe controlled substances. There are over 4,000 registered certifying providers across New York.
On November 21, 2025, Governor Hochul signed the Medical Bill, providing additional protections for medical cannabis patients and increasing access to medical products. Substance Use Disorder is now a recognized condition.

No qualifying conditions list. Under MRTA, New York eliminated the predetermined qualifying conditions list. Practitioners now use clinical judgment to determine if cannabis is appropriate for your condition. Common reasons patients certify: chronic pain, severe nausea, PTSD, cancer, IBD, neuropathy, anxiety, insomnia, Substance Use Disorder, and any condition for which an opioid could otherwise be prescribed.

For regular users, the tax savings often pay for the certification within weeks.
Do I still need to register with OCM separately?
No. As of March 20, 2023, you're auto-registered when your practitioner certifies you. New York no longer issues physical cards — your certification document with your unique Registry ID is what you bring to the dispensary along with your government-issued photo ID.
Does New York have qualifying conditions for medical marijuana?
No predetermined list. Under MRTA, certifying practitioners use clinical judgment to determine if cannabis is appropriate for your condition, consistent with their scope of practice. Substance Use Disorder is now a specifically recognized condition.
How long is the appointment call?
Typically 5-15 minutes. Our practitioners won't rush you — we want to make sure cannabis is safe and appropriate for your condition.
How long is my New York medical cannabis certification valid?
Up to one year from issuance, at the practitioner's professional judgment. Annual renewal required to keep your certification active. We recommend renewing 30-60 days before expiration to avoid a gap in access.
What if I miss the practitioner's call?
Your practitioner will try again and may text. Calls sometimes show as "Unknown" or "Spam Risk." If we can't reach you, our office will follow up to reschedule.
How quickly can I get an appointment?
Most New York patients can book a same-week appointment, often within 1-3 days. Evening and weekend windows are available.
What products can I purchase at a New York medical dispensary?
New York's program offers a wide range of products: vape cartridges, capsules, tinctures, oral spray, oral powder, lozenges, ground plant for vaporization, whole flower for vaporization, and transdermal patches. Some registered organizations also sell seeds and immature plants for home cultivation. Medical patients can purchase up to a 60-day supply.
Can I use my New York certification in other states?
Some states have reciprocity that may recognize NY certifications for visiting medical patients — rules vary by state. Note: New York does not accept out-of-state medical cards at its own dispensaries. Only certified NY patients can purchase from New York medical cannabis dispensaries.
