Virginia: One of the Most Accessible Medical Cannabis Programs
No qualifying conditions list. No state card required. No patient registration mandate. Virginia's program is built around practitioner judgment โ your written certification and government-issued ID are all you need to purchase from a licensed Virginia pharmacy. While adult cannabis possession is legal in Virginia for those 21+, Virginia has no recreational dispensaries โ retail sales legislation was vetoed by Governor Youngkin. The medical certification is the only legal way to purchase cannabis from a licensed pharmacy in the Commonwealth, and medical patients can purchase up to a 90-day supply (vs. the 1-ounce adult possession limit).
How to Get a Medical Cannabis Card in Virginia
Virginia does not have a list of qualifying conditions. Your practitioner determines if cannabis may benefit your condition. Common examples include chronic pain, anxiety, PTSD, epilepsy, cancer, insomnia, neuropathy, and migraines โ but any condition may qualify under Virginia's practitioner-discretion model.

About Virginia's Medical Cannabis Program
Virginia's medical cannabis program is administered by the Virginia Cannabis Control Authority (CCA), which assumed oversight from the Board of Pharmacy on January 1, 2024. The program operates under ยง54.1-3408.3 of the Code of Virginia, which authorizes eligible practitioners to issue written certifications based on their professional judgment.
Significant patient-friendly changes took effect July 1, 2022 when HB 933 / SB 671 eliminated mandatory patient registration. As of that date, Virginia patients may purchase medical cannabis with just their written certification and government-issued ID โ no state card needed. Beginning December 1, 2025, certifications are issued through the new CCA Portal, which generates a digital Certification Identification Card patients can print or save to their device.
Eligible certifying practitioners include physicians (MD/DO), physician assistants licensed by the Virginia Board of Medicine, and advanced practice registered nurses jointly licensed by the Boards of Medicine and Nursing. Telehealth certifications are explicitly permitted. Medical patients may possess up to a 90-day supply as determined by the certifying practitioner, compared to the 1-ounce adult possession limit.

Virginia Medical Cannabis โ Common Questions
How long is the appointment call?
5-15 minutes. Our CCA-registered Virginia practitioners won't rush you.
What if I miss the practitioner's call?
Your practitioner will try again and may text. Calls sometimes show as "Unknown" or "Spam Risk." If we can't reach you, our office will follow up to reschedule.
Does Virginia have qualifying conditions for medical cannabis?
No. Virginia does not maintain a qualifying conditions list. Under Code of Virginia ยง54.1-3408.3, your practitioner determines if cannabis may benefit your specific condition based on professional judgment.
Why get certified if recreational cannabis is legal in Virginia?
Adult possession became legal in 2021 for 21+, but Virginia has no recreational dispensaries โ Governor Youngkin vetoed retail sales legislation. The medical certification is currently the only legal way to purchase cannabis from a licensed Virginia pharmacy. Medical patients can also possess up to a 90-day supply (determined by the practitioner) vs. just 1 ounce for adult possession.
How soon can I visit a Virginia pharmacy?
As soon as your written certification is issued through the CCA Portal. Save or print the digital Certification Identification Card and bring it along with your government-issued ID to any licensed Virginia medical cannabis pharmacy.
Do I need a state-issued card?
No. Since July 1, 2022 (HB 933/SB 671), Virginia patient registration is optional. Your written certification and ID are all you need. Note: registration with the CCA is still required for parents/legal guardians and registered agents whose names aren't included on the certification itself ($25 fee).
How long is my Virginia certification valid?
Up to one year, at the practitioner's discretion. Annual renewal required. We recommend renewing 30-60 days before expiration to avoid a gap in pharmacy access.
What products can I buy with a Virginia medical cannabis certification?
Virginia pharmacies offer a wide range of products including dry flower for vaporization, oils, tinctures, capsules, vape cartridges, edibles, and topicals. Medical patients may possess up to a 90-day supply as determined by the certifying practitioner, compared to the 1-ounce limit for adult possession.
Is telehealth certification legal in Virginia?
Yes. Virginia explicitly permits telehealth medical cannabis certifications. Eligible certifying practitioners include physicians, physician assistants licensed by the Board of Medicine, and advanced practice registered nurses jointly licensed by the Boards of Medicine and Nursing.
What's the difference between a new patient and a renewal?
New patients are being certified for the first time ($125). Renewals are for patients who have been previously certified and need their annual renewal ($75).
Can I use my Virginia certification in other states?
Some states have reciprocity agreements that may recognize Virginia certifications for visiting medical patients โ check the specific state's rules. Note: Virginia pharmacies do not currently accept out-of-state cards from visiting patients. We also certify in Pennsylvania, Maryland, Ohio, West Virginia, Michigan, Oklahoma, New York, Louisiana, and Maine. See our FAQ page for general information across all states.
