Card Not Working at the Dispensary?
If your card is current but won’t scan, the most common reason is simple: your annual PA DOH fee is due (or needs re-confirmed).
âš¡ Most common fix: pay (or re-confirm) the annual state fee
Log in and complete the annual payment transaction. As soon as it’s processed, your status typically flips back to ACTIVE.
Important: Even if you expect a waiver, you still must complete the yearly step in the portal (confirm/submit the waiver/payment process) to remain active.
Look at the Issue Date and Expiration Date printed on your card.
✅ If your card is current, go to Step 2
- If your card is expired or not yet within the valid date range, it won’t work.
- You’ll need a currently dated card (after completing renewal steps) to regain access.
Log in to the Pennsylvania Department of Health patient portal and go to your payment/fee area:

- Complete the annual payment transaction (or the annual waiver confirmation flow).
- After it processes, return to your profile and verify your status changes to ACTIVE.
If your portal still shows a due date in the past, that’s the reason your card won’t scan.
In your portal:
- Open Profile Settings.
- Confirm your mailing address is correct (incorrect addresses can delay card delivery).
- Check the Card Status box: you should see ACTIVE when everything is good.
