Medical Marijuana Assistance Program (MMAP)
Act 16 (2016) created the Medical Marijuana Program Fund to help patients & caregivers with program costs. The Office of Medical Marijuana uses this fund to provide assistance to eligible Pennsylvanians.
Who Qualifies
To qualify for MMAP, a patient must be enrolled in a Commonwealth financial-hardship program such as:
- Children’s Health Insurance Program (CHIP)
- Programs of All-Inclusive Care for the Elderly (PACE)
- PACE Needs Enhancement Tier (PACENET)
- Medicaid
- Supplemental Nutrition Assistance Program (SNAP)
- Women, Infants, and Children (WIC)
Eligibility is determined by your enrollment status in one of the above programs.
Program Phases
Phase 1 — Annual ID Card Fee
Eliminated for eligible patients.
Implemented March 4, 2022Phase 2 — Caregiver Background Fee

Implemented March 4, 2022Phase 3 — Monthly Product Stipend
Financial assistance for eligible patients to purchase medical cannabis.
Pilot launched November 14, 2022How the Dispensary Stipend Works (P.A.C.E.)
The state’s at-register stipend in Phase 3 is administered through P.A.C.E. (under the PACE / PACENET umbrella). During the pilot:
- $50 per month is made available to each enrolled patient for medical cannabis products.
- The stipend is applied at the dispensary register after all other discounts.
- Dispensaries apply benefits using the state’s designated web-based tool.
- Unused funds roll over for up to 12 months, but accrued benefits are forfeited when a new annual ID card is purchased.
- Devices and accessories are not covered.
Pilot scope (1,000–3,000 patients) and stipend rules are subject to change by the Commonwealth. Always confirm details with the official MMAP page.
